The Government of India has recently revised the Apprenticeship Rules to make skill training more attractive for young people and fair for employers. These updates aim to provide better financial support to apprentices, ensure inclusivity, and keep the program in tune with modern industry needs.
What Are Apprenticeship Rules?
The Apprenticeship Rules are part of the Apprentices Act, 1961, which regulates training programs where students and job seekers work with companies to learn practical skills.

These rules decide:– How much stipend (monthly payment) apprentices should get. What qualifications are needed. How many apprentices a company should hire. Rights and duties of both apprentices and employers.

What Changed in 2025?
1. Stipend Hike The biggest change is in stipend rates. Earlier apprentices earned around ₹5,000–₹9,000 per month.
Now, the revised stipend is: ₹6,800 – ₹12,300 per month, depending on qualification level. Graduate and degree apprentices will get the highest stipend. This is an 81% hike in some categories, making apprenticeships more rewarding.
2. Clear Qualification Categories – Apprentices are now classified based on their educational background: Class 12 pass-outs, Certificate holders, Diploma/technician apprentices, Graduate/degree apprentices. Each category has a fixed stipend, so there’s more transparency.
3. Link to Inflation – For the first time, stipends will be linked to inflation (Consumer Price Index – CPI). This means payments will be revised every two years so that apprentices don’t lose value due to rising prices.
4.Virtual/remote apprenticeship could help those unable to physically join or those in remote locations.
Other important things
The notification comes days after the 38th Central Apprenticeship Council meeting chaired by skills development minister Jayant Chaudhary approved the changes to the rules for incentivizing youth and employers to undertake apprenticeship training
The notification also said there must be a minimum one year gap between two apprenticeship trainings provided that the previous training is completed and no gap will be required in the case of termination of previous apprenticeship training due to failure
